In the spring of 2003, you and your translator came to our Huangpiao district of Huangping county, Guizhou province, to look at the Huangpiao Victory Site and have lunch with us. Although our time together was very short, you left us and the village elders with a deep and positive impression. Our few hours together were full of amicability and harmony. At Spring Festival, the older people and children of Tuancang asked me many times, "Will Mr. Xiong Yuepheng from America come again this year? Can we still see the pictures he took of us?..." We are very proud of our Hmong compatriot who has established a great undertaking in America. The people of Tuancang sincerely hope you will come and be our guest again. After you left, I returned to the district government offices, where the leaders asked me, "Why didn’t you bring our Hmong compatriot here to eat with us? Why did you not persuade him to stay several days?" Our district government is very happy that you came and warmly welcomes you to return!
Mr. Xiong, the Huangpiao Victory Site is a remembrance that our Hmong ancestors would not submit to oppression and were not afraid to sacrifice their own lives. They spontaneously organized and strategically rose up together. In this uprising the few defeated the many. They strategized carefully, issued appropriate orders, coordinated harmoniously, and achieved a thoroughly successful uprising. In Chinese history, wars of rebellion against imperial and feudal rule have great significance and have left a strong impression. This uprising is widely known in China. The spirit with which our ancestors united to deny brute force and resist oppression is the pride of the Hmong people and worthy of carrying forward. Mr. Xiong, in order to protect the Victory Site, the district government needs to undertake the development of this site and to publicize its existence so that more people can come and enjoy it and thereby learn the history of how the people rose up for freedom and learn of the Hmong customs. We have decided to develop the Victory Site and the village of Tuancang where it is located. Although our hearts are eager, however, we currently lack the resources with which to carry out this project. Our district is a poor mountain area; it has few economic resources and poor transportation. The people of the area are farmers who are struggling to make a living; income and standard of living are low. Life is as it has long been, laboring from sunrise until sunset. Developing the Victory Site and the village is therefore a difficult undertaking. In spite of this, however, we have determined to apply for help to higher-level bodies and to the people for help in completing this important project.
Mr. Xiong, you are our Hmong compatriot; we all descend from the same ancestors. We cannot complete this project without your help and support. Please lend us your helping hand in order to commemorate and honor the spirit of our ancestors and the great contribution of the Hmong people. Your name will also be added to the commemorative stone in Huangpiao.

Project Proposal from Huangpiao
Regarding the restoration of the commemorative tower in honor of the great victory won at Huangpiao and its expansion into a tourist center
The location of the great victory at Huangpiao is a historical site under provincial protection. On May 3, 1869, the Hunan army of the Qing dynasty entered Guizhou to suppress the peasant revolt there. The army was more than 18,000 strong and led by Rong Weishan, Huang Runchang, and Deng Ziheng. They entered Huangping County at the town of Gulong in at attempt to join up with the Sichuan army. The portly General Zhang Xiumei assembled his forces in Xincheng, Panghai, Kaitang, Kaishao, and Geyi. The Hmong army, however, laid an ambush in a narrow pass along this route and killed Rong Weishan, other high-ranking officers, and about 18,000 men, effectively wiping out this portion of the Qing army.
In order to further the protection of the site of this Hmong uprising, in 1982 the Huangping County People’s Government erected a memorial stone by the roadside, near the site of the battle. In 1989 the Qiandongnan Prefecture Culture Department erected another memorial stone at Tuancang Rock, which was the more precise location of the battle. In 1990 the Guizhou Province People’s Government built a memorial pagoda in honor of the uprising.
The memorial stones are still standing. The high mountain weather, however, including frequent frost, rain, fog, and humidity, has taken its toll on the pagoda, which was only made of wood and tiles. It has now fallen down and may no longer be seen by travelers.
In 1998, a group of teachers and students from the Guiyang Armed Police traveled back over the route of the Long March. They lingered quite some time in Huangpiao as they came to understand more of the long-standing history of the Hmong peasants’ uprising and of the later Red Army soldiers who were separated from the rest of the troops and are still living in Huangpiao today. Since then, every year students and work units from all over the province have come to see the site.
In 2002, Huangping County began developing a number of tourist sites in conjunction with the "opening of the West."
To date these include the Yedong River, Jiuzhou Wuyang Lake, the Flying Cloud Gorge, Taiping Cave, and Lang Cave. National leaders from all over the country as well as foreign guests have come to Huangping to enjoy the sites, as the number of visitors continues to increase each year. The Huangpiao Victory Site is only about 1.5 kilometers from Taiping Cave, and continuing in the same mountain chain, one reaches Flying Cloud Gorge in another 3 kilometers, where visitors come to enjoy floating on the river. The Huangpiao Victory Site is still not an established tourist site for two reasons. The second is that since a new highway was constructed between Huangping City and Gulong, the old road that passes through Huangpiao has become a country road only serving those living near it. The road condition is now therefore quite poor. These two problems are now left to the district government to solve, which is proving quite difficult.
Huangpiao has a long-standing history and rich minority culture. There is an annual Lusheng (Reed Pipe) Festival, skillfully produced handicrafts (Hmong and Gejia embroidery, batik, and weaving), and locally grown high-grade rice, hot peppers, fish, etc. In order to develop the Huangpiao Hmong culture and economy, the district government is undertaking to develop the Huangpiao Victory Site into a tourist attraction. The total cost of this project is estimated to be 182,000 RMB. We are thankful to all higher government offices and any individuals who may wish to help.
The specific plans for this development are as follows:
1. The establishment of a minority village.
The Huangpiao Victory Site is within the limits of Tuancang village, a large Hmong village which has 360 households, or 1480 people, divided into seven sub-villages and nine villagers’ committees. Establishing the minority village will involve:
a. Two sets of lusheng pipes (ten lushengs): 2500 RMB
b. Hmong dancing equipment: 2000 RMB
c. Ten sets of Hmong ladies’ clothing and silver: 58,000 RMB
d. A lusheng playing area: 1000 RMB
e. An area for horse competitions: 1000 RMB
2. The building of a new memorial pagoda next to the memorial stones, and of three more pagodas for viewing the battle area: 55,000 RMB
3. The building of three sidewalks: 11,000 RMB
4. The building of five stone tables with seats: 5500 RMB
5. The improving of 26 kilometers of road: 46,000 RMB
The plans for raising these funds are as follows: We hope to receive 20-50,000 RMB from American Hmong compatriot Xiong Yuepheng; 80,000 RMB from the provincial Culture Bureau; 30,000 RMB from the county government; 20,000 RMB from the district government; and some from the people of Tuancang. To date we have received 65,000 RMB, leaving 117,000 still needed.

Huangping is a big and backwards city with a long history and rich customs. The Huangpiao relics of war is the hero representative of Miao people. It is our duty to protect and rebuild it, but we have no enough money to make it. Although, we have collected about 260,000 for the repairs in 2003, if we want to make it more beautiful and develop it, there are a lot of things to do. We really hope that you will support us.

Dear Mr Xiong:
The government has received the money from you. It is 28800 in all, but YangTong he who has received spent 3800 drawing three figures. There is 25000 left.
Meetings are held to get the money and rebuild the relics, but please you name the museum with your character, we will put it on the gate. It will be finished by the end of November. The shortage of costs will be supported by the government. We will ask the leaders of and Huangping people government. Then we will record it and send the tape to you.
There are many Miao characters in the museum such as Bao Da du. And some scenes of the war at that time.
We are planning to do a few things like that :
1. beautify the villages.
2. set up a stone figure of BaDadu on the mountains
3. move the tomb of the red army to another place
4. build the gate and carve the figure
5. set up a sign carved with the name "the project contributed by the American Miao people "
6. develop the cave .
All of these projects are being planned. But we really hope to get your support and contributions as before.
We have got some Miao people’s handcraft to you and your friends, but the postage is too dear. So we will send them to you when you visit it again. But we have sent two neckties to you on Nov.11, please check it.

The Huangpiao people government
After the successful completion of the Huang Piao Historic Victory Museum, Huang Ping Government wants to erect the statues of generals Zhang Xiumei and Bao Dadu to be placed infront of the museum. They hope we can continue to financially support this next project. Zhang Xiumei and Bao Dadu were the two Hmong generals who led the historic victory against Qing soldiers in Huang Piao.
